4.5.2 Who Should Contract Out?

The rationale behind contracting out hinges on whether the resultant
benefit from the contracting out vehicle will be better than that
provided by S2P, had the individual remained in S2P. Where GMP or
requisite benefits are provided, the question is whether the cost
of the benefit is covered by the amount of the rebate. Additionally,
independence from the State may be a deciding factor.
